Poor customer services/ no debit cards/delivering cards to anyone not the recipient?

After gettng my salary account opened with bank on 14/10 so far i have not received the debit card after raising multiple queries to various CSR's and people at their branches. 

Moreover few days back i received a mail from their CSR stating that they have delivered the card to some guy name X, who is not at all my relative nor acquaintance, and when asking them about the same they are saying me to contact the courier company. What a poor handling and escaping of responsibilities. 

Now while asking for the solution for this they are saying that Mr X was the courier boy whom they have "Delivered" the card. 

it is very very astonishing fact that such a huge bank does such trivial service.

At the outset, let me clarify that this site is designed by a group of Senior Banking Professionals to assist Bank Customers at large to provide guidance for resolution of any query / complaint / grievance in respect of financial services.  This site does not belong to any Bank or a Regulator, which may please be noted.

It is incorrect on the part of the Bank to divert you to courier. First you immediately ask to block the card by giving in writing as the card may be misused. Do visit the branch and meet Manager ans ask for the reply on your card and if required give in writing.

As per the rules the card need to be delivered to the person in who's name it issued.

Please do visit the branch where you have account immediately for blocking and getting for the fresh card.
