Transaction Issue-Amount debited but payment not done?

On 24-11-2015 i made the payment of electricity bill of amount 1649 through my debit card.The payment gateway page was loading but due to slow internet transaction attempt failed.But the amount got deducted from my account.

Dear Suraj

There are two ways.  1) Obtain a statement from the bank depicting the debit of electricity bill payment of Rs.1649/- and ask electricity people to update your payment, or alternately 2) Obtain a non-payment advice from the electricity guys and ask your bank to reverse the amount to your account.  Since it was an online payment, a technical glitch from either side is not ruled out.  Please take it up appropriately.
