I have received the credit card statement before i could receive a credit card?

This is in regards to the credit card which was approved for me from the Bank LTD but was never delivered to me. Recently I received the credit card statement from the Bank. Prior to that I received a message to my phone stating that my credit card ending with 3116 is approved and that it will sent over to my home address in a week's time but was never received. After I received the e bill and the email statement of my bill (Amount of 858.75 and the minimum due amount of 308.75), I called up the Customer service and the representative (not recollecting the name) told that she was not able to trace my card and that it doesnt show any bill or any usuage. She told she will forward to higher officials and will get back to me but no one got back to me. Now this is going to hit my cibil rating and all such thing of my non payment but how can I pay for something I never received or used it. I really need to someone look into this type poor customer service and I need the card to be delivered to me.

You are right.  When the card never reached, received or used, you should not be paying the bill, which probably must be towards the annual fee.  You are also correct that, it would hit your CIBIL score too.  Do write to the card issuing bank regarding the non-receipt of the card, but being billed and ask them to reverse the charges.  Should also be asking them to ensure immediate delivery of the card or cancellation at least.  If the branch / credit card officials are not responding, you may choose to complain to the management of the Bank.  You can find contact details of Nodal Officer on your bank's website.
