Settlement issue- Bank Lien?

I received my salary 61, 000 /- on 6th Jan 2016 in My bank Account :XXXXXXXXXXXX1538 which is on lien for credit card payment, credit card department said the settlement amount of Rs 40, 000/- . I asked to deduct the amount directly from bank and release remaining amount as I can not withdraw or transfer amount from this account.
they are saying they received payment on 29th Jan 2016, my question is when my account is on lien then how can I make the payment...they are asking to make remaining 67000/- balance amount to remove lien from my account.
My bank credit card limit is 75000/- they said the settlement of 40, 000/-. now they deducted 61000/- from account and asking to make more of 67, 900/- to remove lien. Kindly do the needfull or suggest me local court to file a case.

At the outset, let me clarify that this site is designed and managed by a group of Senior Banking Professionals to assist Bank Customers at large to provide guidance for resolution of any complain/query/grievance in respect of financial services. This site does not belong to any Bank or a regulator, which may please be noted.

I assume that your credit card dues seem to be high.  However, your mail does not clarify regarding the actual dues owed to the bank on account of credit card usage.  If your credit limit is Rs.75,000/-, the stated liability of Rs.1.29 lac huge, unless you have not paid the spends for a long time, whereby the bank levied interest and late payment charges.  You also mentioned about 'settlement' of Rs.40000/-.  Settlements are generally offered by banks for long and huge overdue amounts.  It is not clear, whether the settlement amount was paid to bank, as per agreed terms.  If the payment is not made as per schedule, post settlement, the bank is at liberty to recover the entire original dues with relevant charges.  Filing a court case would not help, if you have not honored the terms of the issuance of credit card and related spends.  Please analyse the case in the backdrop of above observations and then take a call.
