Credit Card recovery agent giving false commitment of settlement and later asking for written proof.?

This Complaint is with regards to bank Credit card recovery agent from Chennai branch giving false commitment of settlement of credit card with no XXXXXXXXXXXXX8371 was having Credit Card XXXXXXXXXXXXXX8375 and have used and made payment of the card till March 2014. Later I have not used this card and not received any bill nor call from bank CC division. Suddenly I have got a notice from bank to my home town saying I have a overdue of ~7000 Rs toward CC payment. We have call the numbers given in the notice and found that they were the recovery agent of  bank CC Chennai office. The person who we have contacted was Mr.Guruprakash (0000007222) who was a recovery agent. He explained us that there was a Insurance policy of 3200 Rs Approx. taken in April for which the payment was overdue. To our knowledge there was no such policy taken and we have explained him the same, upon much discursion he as accepted that  has not contacted us and accepted to settle the issue on 3600 Rs we have accepted for this because we did not want to get involved in any issues even we have not taken any policy. My Guru have asked us to pay 3600 Rs through ATM to the CC No and send him the transaction no through mail and mobile for which he accepted to send settlement letter. He as given his mail id as Guruprakash.Subbarao@in.bank.com . We have made the transaction on 24/04/15 and sent a mail to the id he has given and noticed that the id was wrong, so call him and informed the same and sent transaction id vide sms to his mobile. Then after whenever we call him we either not lift our call or if he take our call he would be in traffic or lunch. He never reply on the settlement. We also get call from our executive for repayment, upon explaining our case they ask us for the written proof and every time a executive calls he tell a new story about the amount which was charged/ billed but they never reply on our question about the payment we have made (3600Rs). They say u pay the rest amount we will clear the issue. 
And it’s very sad to say that I have also that even after sending a mail to banks customer care mail id in mid of year 2015 but there is no reply on it. This is a kind of service bank provides to customer.

At the outset, let me clarify that this site is designed by a group of senior Banking Professionals to assist Bank Customers at large to provide guidance for resolution of any complain/query/grievance in respect of financial services. This site does not belong to any Bank or a regulator, which may please be noted.

As regards your complaint, it appears that you have been conned by someone to part with money.  What was the mode of the payment of Rs.3600/-. Was it an online payment or cheque payment. If you have made the payment mentioning the credit card number, it is unlikely that the money would not have been accounted for. On the other hand if you have paid without specific mention of credit card number on the cheque or online, possibility of the amount having been diverted to someone's account cannot be ruled out.

I suggest you to write a letter to Nodal Officer of the bank narrating the sequence of events and providing exact details including mode of the payment. If your account has been debited, the recipient (beneficiary)  account would clearly indicate who had received the amount. I am sure the NO would look into the matter and revert to you with factual information to your satisfaction. Only after sorting out the issue relating to payment of Rs.3600/- should you think of the next step. That is, the settlement deal struck with the purported recovery agent of the bank.
