They do not issue D D without Account?

Question

Dear sir, 
Today I went to your Bank For D D in Pishore Ta Kannad Dist Aurangabad
But they reject my application saying that my Account is not in that bank
Is Bank Account essential for Demand Draft? 
When I request them giving DD by cash payment they clearly reject it
Is thid right?
This is very irritating sir
Please solve my Problem

At the outset, let me clarify that this site is designed by a group of senior Banking Professionals to assist Bank Customers at large to provide guidance for resolution of any complain/query/grievance in respect of financial services. This site does not belong to any Bank or a regulator, which may please be noted.

The Bank can not refuse to issue Demand Draft unless you do not comply with the formalities of the Bank. Request you to give details like amount, whether you have the account with the bank branch and the place where you requested for DD the Bank has branch etc to reply to your query.
